Target Group boosts public sector credentials with contract delivery and new senior appointments

Target Group, the business process services and software provider, has today announced the successful implementation of a new mandate for the Development Bank of Wales to provide a hosted loan administration system for Help to Buy Wales.

The Help to Buy Wales scheme, aimed at first time buyers in Wales, offers financial support for people to get onto the property ladder when buying new build homes up to £300,000.

The mandate led to the successful migration of over 9,000 existing Help to Buy Wales clients onto Target’s platform, which will also be used to support new Help to Buy customers. The system will be hosted at Target’s Cardiff office, and supported by Target’s offices in both Cardiff and Newport, South Wales.

The decision to appoint Target will further enhance the company’s reputation in the public sector, where it has developed a proven-track record in financial services.

The successful implementation of the Help to Buy Wales mandate coincides with two new Public Sector appointments to drive Target’s ambitions. Public Sector expert Richard South has joined as Business Development Director, and Helen Adams as Bid Manager.

Reporting into Chief Commercial Officer, Stuart Anderson, South will be drawing on over 20 years of client services experience, focusing primarily on public sector clients.

Previously Managing Director, EMEA at Williams Lea Tag, South spent over a decade leading critical public sector client relationships before successfully establishing and leading the company’s first dedicated public sector business development team.

He was instrumental in winning new contracts with the FCA and Croydon Council, and also oversaw the digital transformation of major existing contracts.

During his career he has also held leadership roles at the Office for National Statistics, The Stationery Office, and Williams Lea and Tag where he was also responsible for client services, operational delivery, strategic leadership and the conception and leadership of a major transformation programme.

Stuart Anderson, Chief Commercial Officer at Target Group says:

“Help to Buy Wales is a brilliant initiative providing vital funding support to thousands of new home purchases in Wales, many of which are with first time buyers. We are delighted to be involved in the scheme.

“The decision by the Development Bank of Wales to appoint Target Group is testament to the fantastic work our team has done in recent years to support our public sector clients. I’m sure both Richard and Helen will play an important part in continuing the Target Group success story as we celebrate our 40th year in business.”

Richard South, Business Development Director at Target Group says:

“I am excited to be joining Target Group at a time of great opportunity for our clients and our business. The company has a proud 40-year service heritage built on an ethos of delivering on its promises and exceeding client expectations. This accurate service delivery and detailed understanding of the different needs and circumstance of all service users is critically important to the public sector. I believe this commitment combined with the firm’s deep technical capability brings real value to all of its public sector clients.”

The appointment of Helen Adams brings extensive customer and stakeholder engagement, ranging from small voluntary organisations to large public and private sector organisations. Her most recent role at the Welsh Rugby Union gave her responsibility for relationship management with a range of stakeholders, including the Welsh Government and other key public organisations in Wales.

Anderson continues: “We are delighted to welcome both Richard and Helen to Target and look forward to benefitting from their combined knowledge and expertise in the public sector. Coupled with our recent delivery with Help to Buy Wales, these strategic appointments have further cemented our focus on the public sector. We see many exciting opportunities to support the Government’s Digital by Default initiative by transforming processes across the sector.”
